Our strategy is quite simple.
In order for a bill to become a law in Maryland, it must be passed during the General Assembly which meets once a year from January to April for 90 consecutive days. Legislation is introduced either into the state senate by a senator or house of delegates by a delegate. It is then "worked" by the sponsor(s) to win votes in both houses. If it gets enough votes in both houses, it becomes a new law. Read more about the process here. However, democracy reform legislation such ours isn't popular among politicians*, so how can we make sure they support it? That is where the power of voters comes in. By going jurisdiction to jurisdiction, we are building a powerful cross partisan network of anti corruption voters who want the common sense reforms of the American Anti Corruption Act to be law in Maryland. When we have enough 'Citizen Co Sponsors' (supporters) in any given jurisdiction, we work to get that city/county council to pass an anti-corruption resolution calling for these tough new reforms at the state level. This is true grassroots movement building. In addition to building power for state laws, we also work on local legislation in jurisdictions like Baltimore City, PG County, Anne Arundel County, etc. To take our political process back from special interests, secret foundations and the ultra wealthy, we must work from the bottom up. |
